What application is best for translation? Also, Is it offline(Works without internet connection)?

I think it depends on the language. Google translate is often the best for sentences, but for single words there are usually some pretty good dictionaries available. I see it's possible to use Google translate offline, but not sure what that entails.
In the Philippines now.
